ISLAMABAD — Pakistan's government has proposed an unprecedented crackdown on tax evasion that would block international travel and deny cellphone and utility services to people who owe money to the government.
These measures, which include heavy fines for government agencies that do not implement the sanctions, are outlined in the government's draft budget announced Wednesday evening.
